Movement permits for exempted activities in the private sector

Movement permits for exempted activities in the private sector

Reference to the Ministry of Interior’s decision to prohibit roaming in some cities and regions of the Kingdom and to restrict movement permits only to private sector establishments operating in activities exempted from the decision, each government agency issues the permits for employees working its sector. The permits are limited to the exempted activities only and must be attested by the Ministry of Interior.

As this decision was applied in the following cities (Riyadh, Makkah Al-Mukarramah and Al-Madinah Al-Munawwarah) and will be implemented across Saudi Arabia, for people excluded from the imposed curfew, starting Tuesday 21/04/2020 at 3 p.m., below are the exempted activities and their related government agencies and the applying process:

Ministry of Municipal & Rural Affairs

Exempted Activities:

Applying process:

 Ministry of Health

Exempted Activities:

  1. Pharmacies
  2. Medical clinics
  3. Hospitals
  4. Laboratories

Applying process:

 

  • Permits for health practitioners working for health entities can be issued from "Seha" platform through the following link: https://www.seha.sa

  • Log in to the entity account in "Seha" platform, choose health licenses service, then follow the instructions mentioned in the following guide (Permit issuance user guide - Seha)

 

 

Saudi Food & Drug Authority

Exempted Activities:

  1. Factories and laboratories for medical materials and devices

  2. Food, medicine and cosmetic warehouses

  3. Food warehouses

  4. Food factories

Applying process:

  • Submit the application through the following link: http://tasreeh.sfda.gov.sa

  • Fill the required information in the movement permit form

  • Validate the data

  • Print the permit

  • After printing the permit, it must be stamped by Ministry of Interior (inside the city of Riyadh, Al-Hakam Palace police officers - outside the city of Riyadh)

Ministry of Tourism

Exempted Activities:

Applying process:

  • Upload the required files and forms

  • Fill out the permit form, the Ministry of Interior endorsement and the pledges for each employee

  • Complete the forms and declarations, sign them by the employees, and stamp them by the entity

  • If the entity uses a bus for employees transportation, it is sufficient to fill in one form for the bus driver only, specifying the number of passengers

  • Submit a table containing a list of all employees who require the permit, signed and stamped by the authorized person to sign for the entity

  • Submit a separate table containing bus passengers' information

  • Submit and send the documents through the system by clicking on Upload Documents and Accreditation

  • The Ministry of Tourism will review and complete the application, then inform the entity of the date and method of delivery

Ministry of Human Resources and Social Development

Applying process:

  • Submit the application through the Ministry link: www.MIM.gov.sa
  • Choose movement permit service for exempted activities
  • Enter the commercial registration and industrial license information
  • If the activity is exempted, enter the required data
  • After approval, permit is issued automatically from the Ministry
  • Print the permit stamp it and attest it by the Ministry of Interior

Transport General Authority

Exempted Activities:

  1. Cargo transport

Applying process:

  • All cargo transport activities are exempt from the curfew inside and between cities at all times, and truck drivers do not require a permit to move.
  • Cargo transport companies whose work requires the presence of the minimum number of its employees, not to exceed 25% of the total number of employees (except for drivers), can obtain a permit for each employee by the authority according to the following:
  • The entity fills the application request and the Ministry of Interior endorsement and each employee pledge (with the exception of drivers) specifying the location, working days and hours, employee names and information and place of residence through the following links:

  • The entity completes the forms and declarations, signed by the employees and stamped by the entity and sends it in PDF format with a copy of the entity license and the GOSI certificate that shows the  number of Saudi and non-Saudi employees, and the list of employees to be issued a permit on an Excel file with their ID numbers and copies of their Iqama for foreign employees and a copy of GOSI registration for Saudi employees along with the entity pledge
