About The Minister
His Excellency Mr Fahad bin Abduljalil Al-Saif was appointed Minister of Investment of the Kingdom of Saudi Arabia by Royal Decree on 12 February 2026.
Prior to his ministerial appointment, he held senior leadership positions at the Public Investment Fund. Since 2024, he has served as Head of PIF’s Investment Strategy and Economic Insights Division, having led the Global Capital Finance Division upon joining PIF in 2021. In these roles, he was responsible for driving PIF’s long-term investment strategy, strategic asset allocation, sustainability framework, and AI strategy, simultaneously overseeing macroeconomic analysis to inform portfolio direction and capital deployment.
In parallel, His Excellency led PIF’s comprehensive financing and capital strategy, including credit rating management and the structuring and execution of funding programmes to support both long-term investments and short- to medium-term liquidity requirements. He oversaw diversified debt issuances across bonds, sukuk and bank facilities, advised on portfolio-level financing optimisation, and managed strategic relationships with global financial institutions and investors.
His Excellency also holds a number of prominent board and governance positions. He serves as Chairman of AviLease, as a member of the Board and Executive Committee of NEOM, and as a board member of ACWA Power. He is also Chairman of the Audit and Risk Committee at King Salman International Airport Development Company.
Before joining PIF, His Excellency served as an adviser to the Saudi Minister of Finance and was the founding CEO of the National Debt Management Center, central to developing the Kingdom’s sovereign debt strategy and institutional framework. Earlier in his career, he built extensive experience in the banking sector, holding senior positions at SABB and HSBC Saudi Arabia.
Education
His Excellency holds a degree in Information Systems from King Fahd University of Petroleum and Minerals.
